Re-priced tender based on optioneering outcomes, incorporating value engineering alternatives identified during the VE workshop.
Pricing included cost-benefit analysis of each option, quantification of savings versus quality/programme impacts, commercial risk assessment of proposed changes, and updated cost models reflecting revised construction methodologies.
Prepared comparative cost schedules demonstrating value for money whilst maintaining project deliverables and quality standards.

Client: Brefni (TfNSW Water Group - NSW Department of Climate Change, Energy, the Environment and Water (NSW DCCEEW) / SDLAM)
Project Phase: Tender
Value: ~$10m
Contract Type: Construct Only
Project Background: Removing existing structures comprising culverts and previously-constructed bridge structures of varying condition, as well as earthen embankments. Construction of 9 new structures (and it’s approaches) comprising of precast driven piles, precast headstock and planks - all over the live Bullatale Creek which branches off the Murray River. Environmentally extremely sensitive with Aboriginal Heritage and biodiversity risks associated with the project.
Bid Management - Led comprehensive tender coordination including:
Strategy development and bid planning; coordination of multidisciplinary technical teams (design, engineering, commercial, construction);
Management of client engagement and tender queries; compilation and quality review of all submission documentation;
Facilitation of bid reviews and risk workshops; development of pricing strategies and cost models; preparation of executive summaries and key win themes; coordination of internal stakeholder approvals; and management of submission timelines to ensure compliant delivery. -
Construction methodology - Developed comprehensive work sequences for 9 bridge structures over live Bullatale Creek, including procurement strategy for precast elements (driven piles, headstocks, planks), plant and equipment selection, resource coordination across multiple sites, and environmental constraints management addressing Aboriginal Heritage and biodiversity sensitivities.
Methodology covered existing structure removal, programme integration, access logistics, and work phasing to minimise environmental impact whilst maintaining construction efficiency.

Client: Whyte Civil (for Canterbury-Bankstown Council)
Project Phase: Tender
Value: ~$5m
Contract Type: Construct Only
Project Background:
Canterbury Bankstown City Council is proposing to upgrade the existing culvert beneath Uranus Road at Little Salt Pan Creek, Revesby, to reduce localised flooding and improve the resilience of the drainage infrastructure. The grant-funded works support Council’s Clean & Green objectives and include removal of the existing culverts, service relocations, creek realignment and armouring, construction of maintenance access, and installation of a new three-cell box culvert to enhance flood capacity and environmental outcomes.
Developed comprehensive construction methodology documenting detailed work sequences, temporary works design, plant and equipment selection, resource allocation, site establishment requirements, materials handling procedures, and quality control measures. Provided technical construction input across all tender deliverables including design review, constructability assessments, and value engineering opportunities.
Compiled detailed construction programme utilising critical path methodology, identifying key milestones, resource loading, procurement lead
times, interface dependencies, and weather contingencies. Programme included sequencing of demolition works, culvert installation, reinstatement activities, and traffic management phases to demonstrate achievable delivery timeframes.

times, interface dependencies, and weather contingencies. Programme included sequencing of demolition works, culvert installation, reinstatement activities, and traffic management phases to demonstrate achievable delivery timeframes.
Conducted comprehensive risk assessment covering construction methodology risks (excavation stability, dewatering requirements, work in proximity to existing services), environmental aspects (waterway protection, sediment control, flora and fauna management, waste disposal), safety hazards (confined space entry, heavy lifting operations), and community impacts (noise, traffic disruption). Developed mitigation strategies and control measures for all identified risks.
